	* index.html: Posted version 0.1.5 of toolsmanual. This is
	my old Autoconf/Automake tutorial, mutated, improved, and beefed
	up to kick some butt. Unfortunately it is out of sync with 
	Autotools. I am planning a major rewrite/improvement with Autotools
	in the near future.

	Migrated the contents of news.html to ChangeLog which is
	easier to maintain with Emacs. If you have a script for converting
	ChangeLog to html, let me know!

	* General:
	decided to begin recording whatever is new here. Basically, this
        quarter I am substantially swamped with a teaching assistanship, 
	trying to educate the American youth in the ways of Calculus. 
	As a result development slowed down, but it's not going to stop. 
	Also, some of my Fortran related material is increasingly becoming 
	obsolete for two reasons. One reason is that Autoconf and Automake 
	will support Fortran natively in the upcoming versions (Automake-1.
	4 and Autoconf-2.13). The second reason is that with the advent of 
	the EGCS project, we have a good free Fortran compiler. There's 
	increasingly less reason to care about f2c support. Finally, I would 
	like to work out some bureacratic crap regarding the ownership of 
	this program. I need to navigate navigate the University policies on
	copyright and this is new grounds for me, so it will take me some

        At any rate, when the next release of Autotools comes out, it will be 
	bigger, meaner and phatter. Until then, please take my Fortran stuff 
	with a serious grain of salt. Finally, note that the ``acconfig'' 
	program is gonna go. The new version of Autoconf finally resolved the 
	issue with the ``acconfig.h'' header file.
