The investment of uncertainty into environmental standards fits naturally with the notion of using risk (e.g. to human health) as a major criteria. Specific consideration is given to data of ozone pollution in the San Joaquin valley, Ca and to one facet of uncertainty - measurement error; which may be estimated from the nugget of the temporal variogram. Inferences may be made regarding the likelihood that certain critical ozone levels have not been exceeded.
